Liberal Congress Budget Collar!

After months of  testing and years of research, conservatives have developed a Liberal Congress Budget  Collar to restrain and train liberals from spending pissing away money so that they may bribe greedy constituents and special interests. As liberals approach deficit spending, the shock gets stronger and stronger.

For those Representatives and Senators who are found to be highly resistant to this program, the electric shock generator is replaced by a small amount of explosives.
